In Malta, the Office of the Commissioner for Voluntary Organisations was set up by the Voluntary Organisations Act 2007. This aimed to strengthen the voluntary sector through various initiatives with the specific aim of promoting the work of VOs as well as encouraging their role as partners with the government in various initiatives. All voluntary organisations may apply for enrolment under the Voluntary Organisations Act, and NOUV is able to assist them with the application process.

While Voluntary Organisations are not obliged to enrol, enrolling will allow such organisations to:

  • Make collections without the need for further authorisation;
  • Benefit from grants, sponsorships or other financial aid provided by the Voluntary Organisations Fund or the Government;
  • Immediately take advantage of policies and legislation supporting voluntary action that may be initiated by the Government or other related entities.
To enrol, an organisation must qualify as a voluntary organisation under Article 3 of the Voluntary Organisations Act. Successful enrolment subjects the organisation to various requirements including the submission of annual accounts and the identification of its members.
